In accordance with the Charter approved by the Order of the Ministry of Transport of the Russian Federation No. ВС-117-р dated 05.05.2022 the Federal Autonomous Institution "Russian Classification Society" (RCS), former Russian River Register, is an organization which performs classification and survey of ships used for commercial navigation as well as ships of inland and combined (river-sea) navigation in accordance with Federal Laws:

- No. 81-ФЗ of 30 April 1999 «Merchant Shipping Code of the Russian Federation» (hereinafter – MSC)

- No. 24-ФЗ of 7 March 2001 «Inland Water Transport Code of the Russian Federation» (hereinafter – IWTC)

- Order of the Government of the Russian Federation No. 121 of 14 February 2012 «On the definition of organizations that carry out the classification and certification of ships subject to state registration, ships registered in the State Ship Register, in the bareboat charter register, in the Russian International Register of Ships or in the Russian Open Register of Ships» (as amended by the Order of the Government of the Russian Federation No. 1821 of 25 October 2021).

 

Since 1913, being the successor of the "Russian Register" classification society, the RCS has been providing services for the classification and survey of ships.

In accordance with the Charter, the RCS carries out the following activities:

as per item 1 of Article 22 of MSC, classification and survey of ships (including maritime transport object – mobile offshore drilling units, fixed offshore platforms of various purposes, maritime floating oil and gas extraction facilities and other floating and fixed maritime objects) subject to official registration, ships registered in one of the Registers of the Russian Federation;

as per item 1 of Article 35 of IWTC, classification and survey of ships subject to official registration except for small craft used for non-commercial purposes;

as per item 4 of Article 35 of IWTC, classification and survey of floating objects;

technical supervision over execution of national requirements as well as the requirements of international treaties of the Russian Federation during designing, construction, renovation, modernization, repair and operation of ships and floating objects, during manufacture of materials and products, survey of organizations performing the above works and issuance of corresponding certificates including those which confirm ship compliance with the requirements of international treaties of the Russian Federation;

survey of ships and floating objects in operation in order to check their compliance with national requirements and the requirements of international treaties of the Russian Federation;

issuance of certificates for ships and floating objects as per national requirements as well as certificates which confirm ship / floating object compliance with the requirements of international treaties of the Russian Federation;

at the request of individuals and legal entities, survey services, services for insurance companies, development of design documentation, calculations, assessment and confirmation of the conformity of works, services, including general industrial products, containers, containers and packaging for compliance with the requirements of technical regulations andother normative acts;

examination of projects, technical supervision over testing, inspection of cargo containers with a gross weight of 10 tons or more and their admission to international transportation by various modes of transport in accordance with international treaties of the Russian Federation;

examination of projects of portable (removable) tanks with a gross weight of 10 tons or more, including tank containers, for the carriage of goods, including dangerous ones, by sea, inland waterways, rail and road modes of transport, technical supervision during their manufacture, testing, operation and determinationtheir compliance with national and international requirements, the requirements of international agreements on the transport of dangerous goods;

admission to transportation and examination of containers, including offshore containers;

activities for the inspection of containers in operation;

other activities.

In accordance with the Agreement (No. 10-38-03 of 01.03.2022) between the Ministry of Transport of the Russian Federation and RCS the latter is authorized to carryouttheclassificationandcertificationofshipssubjecttostateregistration, shipsregisteredintheStateShipRegister, inthebareboatcharterregister, intheRussianInternationalRegisterofShipsorintheRussianOpenRegisterofShips, with the right to assess the compliance of ships, floating drilling rigs and other floating structures, containers, materials and products for ships and floating structures, including containers, ship equipment and systems with the requirements of international treaties of the Russian Federation and the legislation of the Russian Federation with the issuance of corresponding documents provided for by these acts.

RCS carries out classification and survey of ships, including seagoing ships, ships of combined (river-sea) navigation, as well as inland navigation ships. The total number of RCS employees is more than 500 people who have specialized higher technical education and the necessary work experience, which allows for the classification and certification of more than 23 thousand ships throughout the Russian Federation and beyond. The RCS Rules, which are the regulatory framework for the classification and certification of ships, comply with the requirements of international treaties of the Russian Federation in the field of maritime and inland water transport.

RCS fully complies with the requirements for Recognized Organization specified by the Code of Recognized Organizations (Resolution МЕРС.237(65)), which is justified by the Agreement between the Ministry of Transport of the Russian Federation and RCS No. 10-38-03 of 01.03.2022.

Recently RCS assigned class to the following ships:

oil tankers «Maksim Gorky», «Sierra», special purpose ship «Artemis Offshor», bulkers «Matros Koshka», «Mikhail Nenashev», «Matros Posynich» and other.

The RCS quality system is certified for compliance with the requirements of GOST R ISO 9001-2015, Certificate No. РОСС RU.ИС94.СМ00148 of 27.03.2023

The RCS activities are certified for compliance with the requirements of GOST R ISO/IEC 17020-2012, Certificate No. OLIMP.RU.0001.Og000025 of 22.10.2021
